The short answer. Nine of sixteen measured plants claim HDI: Victory Giant, Suntak, Kinwong, Champion Asia, Xunjiexing, Puruisen, Jingming, Haiying and Zhichao. The only build-up notation published anywhere in this directory is on a sample board at an exhibition (1+2+1) and in a plan for a factory that does not yet produce (8-order).
Why the order is the number that matters. “HDI” without an order tells a buyer nothing about laser-drill count, stacking, or whether the plant can do sequential lamination at your via pitch. A 1+N+1 shop and an any-layer shop can both write HDI on the homepage and quote the same RFQ — one of them will fail the first article.
| Plant | What the claim says | Build-up / order published |
|---|---|---|
| Victory Giant ¥10.73bn, Huizhou | “High-order HDI” for AI accelerator cards, AI servers, data-centre switches and 800G optical modules — the most demanding HDI end-market in the directory | None |
| Suntak ¥7.54bn, Shenzhen | 珠海二厂 high-layer and high-order HDI; 江门二厂 HDI for phone, tablet and LED. The Thai plant is specified at 8-order HDI | None for China · 8-order for Thailand (unbuilt) |
| Kinwong ¥15.31bn, Shenzhen | HDI plus SLP (substrate-like PCB for smartphones); a Zhuhai HLC factory and an SLP/IC-substrate factory both at full production | None |
| Champion Asia ¥2.54bn, Huizhou | HDI listed among eight product families — alongside 1–108 layers, thick copper, ceramic, MiniLED and rigid-flex | None |
| Xunjiexing ¥689m, Shenzhen | HDI among five technologies sold as prototype, small batch and volume from one engineering file | None |
| Puruisen Suining | HDI with blind and buried vias, fine-line multilayer, high-frequency signal boards | None — and no layer ceiling either |
| Jingming Suining | 2–24 layers; an 8-layer UAV main board shown at an exhibition | 1+2+1 — on an exhibition board, not a capability statement |
| Haiying Suining | Double-sided through HDI, metal-core and rigid-flex; 293 insured staff | None |
| Zhichao Suining | High-density fine-line multilayer for TFT-LCD and LED, per its registered business scope | None — and no website: its domain resolves for mail only |
Two plants that build the boards HDI exists for publish no build-up at all: Shengyi (¥9.494bn, servers and supercomputing; states explicitly that no HDI order and no capacity in square metres is published on either language version) and Glorysky (claims high layer count and high frequency; no HDI order). Both are in the directory precisely because absence is measurable.
Only two plants publish a monthly area figure for a line they describe as HDI. Between them they account for every published HDI square metre in this directory.
| Plant | Line | Capacity | What it is for |
|---|---|---|---|
| Suntak | 珠海二厂 | 120,000 m²/mo (phase 1) | High-layer and high-order HDI for communications, server and medical work |
| Suntak | 江门二厂 | 100,000 m²/mo | HDI for phone, tablet and LED display |
| Xunjiexing | 信丰 #1 | 10,000 m²/mo | HDI plus high-layer, alongside a separate volume plant |
| Suntak | 泰国厂 (unbuilt) | 200,000 m²/mo (planned) | 8-order HDI for server, communications, computer and automotive |
The unit trap. Suntak’s 120,000 m²/month is phase one of one factory; Xunjiexing’s 10,000 m²/month is one line of one plant feeding both HDI and high-layer work. Neither number tells you how much of it is HDI, and no plant in this directory publishes an HDI-only capacity.
HDI is defined by how many laser-via layers sit inside the board and how they stack. A 1+N+1 board has one microvia layer on each side of a conventional core: two laser drill passes, moderate registration, achievable by a well-run multilayer shop. 2+N+2 adds a second microvia layer per side, which requires sequential lamination and via-in-pad plating that survives three press cycles. Any-layer means every layer is a microvia layer, so the entire stack is built up sequentially; that is a different facility, a different yield curve, and a different price per square metre — typically two to four times the 1+N+1 rate for the same outline.
A buyer sending a 2+N+2 design to a shop whose HDI experience is 1+N+1 will get a quote, an acknowledgement, and a first article that fails on via reliability after thermal cycling. The failure is not visible in a brochure, and it is not visible in a certificate: it is visible in the answer to one question — what is the highest HDI order you have in volume production today, on which line, and for how long.
Only one document in this directory comes close to answering it. Jingming’s exhibition board shows a 1+2+1 build-up with 0.3 mm minimum via, 11/8 mil line/space, TG170 and S1000-2M laminate — a real, checkable specification for one board. Nobody publishes the equivalent as a line limit, including the two plants whose 2025 revenue was transformed by AI-server HDI demand.
“High-order HDI” is a phrase, not a specification. Victory Giant uses it for accelerator-card work and publishes no order. That is not a criticism of the plant — its revenue growth implies the capability — but a buyer cannot size a stack-up against an adjective.
Phone HDI and server HDI are different businesses. Suntak’s 江门二厂 (phone, tablet, LED) and 珠海二厂 (server, communications, medical) are both called HDI. The acceptance criteria, the panel sizes and the yield drivers differ; ask which building your board would run in.
Certification does not cover build-up. Zero of sixteen publish a certificate number of any kind, so the IATF or UL file cannot be used as a proxy for HDI process control. Ask for both: the certificate number and the build-up limit.
