What this is. A measurement of one manufacturing cluster rather than a list of factories. Suining is a prefecture-level city in Sichuan, roughly 150 km east of Chengdu. Its electronics base — the PCB park on Jichang South Road, the plants along Mingxing Avenue, plus one harness plant out in Pengxi county — holds the factories profiled in this directory: nine PCB fabricators and three wire-harness and cable plants, employing 5,800 people on 2025 annual filings.
What it can do. The range runs from single-sided aluminium boards to 48-layer multi-layer and IC substrate, from 3/3 mil line/space to automotive high-voltage harness. The largest plant turned over ¥1.359 billion in 2025, filed 277 granted patents, and runs a separate substrate factory; the second-largest holds US$55.3 million of paid-in capital and makes fine-line HDI for TFT-LCD.
What it cannot do. Tell a foreign buyer any of this. Of the nine PCB factories, five have a website at all, three serve HTTPS, three publish English content — and not one publishes an IATF 16949 certificate number or a MOQ. The gap is not manufacturing capability. It is publication.
Every row below links to a fifteen-field profile. Headcount is the 2025 annual filing, not a brochure figure; where the company advertises a different number, the profile records both.
| Factory | Founded | Insured 2025 | What it actually makes | Digital presence |
|---|---|---|---|---|
| Yingchuangli (IQE) | 2011 | 1,706 | 2–48 layers, IC substrate, PCBA; ¥1.359bn revenue 2025 | Site, HTTPS, 146 English URLs — homepage meta names a fingerprint-lock company |
| Zhichao (TWT) | 2012 | 1,267 | Fine-line HDI for TFT-LCD and LED; US$55.3M paid in | No site. Registered domain has mail records, no web host |
| Luxshare Precision | 2013 | 1,224 | Phone and notebook cables, connectors, automotive harness, system assembly; ¥1.15bn output 2024 | No plant-level site. Group site has no Suining page; its contact-page address is out of date |
| Haiying | 2006 | 293 | Double-sided, multi-layer, HDI, metal-core, rigid-flex | Site, HTTPS, full English subdomain, own sitemap |
| Puruisen | 2010 | 250 | HDI blind/buried via, high-frequency; GJB 9001C claimed | Site, HTTPS, English page; robots.txt missing |
| Shengda Xinxing | 2012 | 88 | Single-sided aluminium substrate as the core product | No site. Domain field in its own filings is blank |
| Hongan Xingsheng | 2016 | 86 | Double-sided, multi-layer, aluminium; 3/3 mil claimed | Domain resolves, serves nothing over HTTPS |
| Kaishengshi | 2017 | 74 | Car-lamp boards, FPC, ceramic, 3 oz copper, 10 layers | HTTP only; CMS placeholders never filled; frozen at 2021 |
| Wanyexing | 2020 | 53 | Ceramic substrate, copper-core, RF/microwave, rigid-flex | HTTP only; robots.txt points at another company’s sitemap |
| Jingming | 2024 | 0 | 2–24 layers; AI server, UAV, optical modules | No site, no English page, free-mailbox contact |
| Lear (Suining) | 2023 | 683 | Automotive and high-voltage harness for Ford, Geely, GWM, Volvo | Nothing of its own; the park’s tenant page is its only English text |
| Ruithai | 2014 | 76 | Automotive, motorcycle and EV harness; CCC and UL | Domain keeps mail, lost its website; published email domain does not resolve |
Two zeros worth reading carefully. Jingming’s headcount is zero because its first filing predates production — the city government cites 300+ jobs at full ramp, and the plant had been running two months when this was compiled. Shengda Xinxing’s digital row is empty because no company-controlled domain exists anywhere: its own annual filing leaves the website field blank.
Capability counts below are capability claimed in a registry, a certificate or the company’s own published page — not capability inferred from a sales claim. Where a process appears only in a registered business scope and no product has been shown, the row says so.
| Capability | Factories | Who |
|---|---|---|
| Double-sided and multi-layer FR-4 | 9 of 9 | Whole cluster |
| 20 layers or more | 2 of 9 | Yingchuangli (48), Jingming (24) |
| HDI, blind and buried via | 5 of 9 | Yingchuangli, Zhichao, Haiying, Puruisen, Wanyexing |
| Aluminium / metal-core | 6 of 9 | Haiying, Hongan, Puruisen, Shengda, Wanyexing, Kaishengshi |
| Rigid-flex / FPC | 4 of 9 | Haiying, Wanyexing, Kaishengshi; Hongan in scope only |
| High-frequency / RF laminates | 3 of 9 | Puruisen, Wanyexing, Kaishengshi |
| Ceramic substrate | 2 of 9 | Wanyexing (low-CTE), Kaishengshi (6-layer, 3 oz) |
| Heavy copper, 3 oz and above | 1 of 9 | Kaishengshi states 3 oz; Wanyexing’s copper-core line states no weight |
| IC substrate (载板) | 1 of 9 | Yingchuangli — a separate plant, not a product line bolted onto a PCB shop |
| PCBA / turnkey assembly | 1 of 9 | Yingchuangli, including BOM kitting |
| Automotive harness | 3 of 3 | Lear Suining (HV, tier-one programmes), Ruithai (auto, moto, EV), Luxshare (auto connectors and harness inside licensed scope; automotive park under construction) |
Read the IC-substrate row as the cluster’s real dividing line. Everywhere else, the capability ladder is a matter of layer count and copper weight — commodity dimensions that a buyer can shop on price. Substrate work is a different business: it needs a class-1000 environment, its own yield curve and a customer willing to qualify a second source for two years. One factory in eleven has it, and that factory is also the only one with revenue above a billion yuan.
This section is the reason the directory exists. These are the fields a buyer asks for in the first email, and the fields the cluster does not answer.
Beyond those four: impedance-control tolerance, stack-up library, AOI / X-ray / flying-probe coverage, IPC class, and panel-versus-finished dimensions are published by none of the nine PCB factories. Not one of them tells a buyer what a “square metre” means in its own numbers.
Capacity is the clearest example. Four different answers are in circulation and they are not comparable: two factories publish a monthly figure (Puruisen 60,000 m², Jingming 50,000 m²), five publish an annual one, and two publish nothing at all. Hongan Xingsheng publishes 1,000,000 m²/year on one page and 380,000 m²/year on an older one. Puruisen’s homepage states 60,000 m²/month and, in the next paragraph, 280,000 m²/year — which arithmetically cannot both be true.
Certificates are the second example. Every profile in this directory carries a certificate number where one exists in public records — High-Tech Enterprise numbers, Specialised & Sophisticated SME registrations, UL files. The quality-management certificates are the exception: not one PCB factory publishes an ISO 9001 or IATF 16949 number, in any document we could reach. Three factories instead cite standard names that no longer exist: ISO/TS 16949, withdrawn in 2016, appears on Kaishengshi’s site and in Jingming’s recruitment advertising; ISO 9001:2008, withdrawn in 2015, appears on Ruithai’s.
Checked directly over HTTP and DNS on 2026-10-30 to 2026-11-01, with a browser user-agent, because several hosts in this cluster filter bot agents.
The two figures that matter sit next to each other. The two largest employers — 1,706 and 1,267 people — hold 78% of the cluster’s insured workforce. The 1,267-person plant has no website at all; its registered domain keeps a mail exchanger and nothing else. The 1,706-person plant does have an English site — 146 URLs, lang="en", its own sitemap — and its homepage title reads “Inno Circuits Limited-Fingerprint lock,Indoor unit”. The one English site in the cluster that describes PCB fabrication correctly on every page belongs to Haiying, the 293-person plant — 7.7% of the cluster’s headcount.
Digital presence here does not track revenue, headcount or capability. The ¥1.36 billion exporter runs an English site that opens by describing a building-intercom company; the 1,267-person plant has no site at all; the 1,706-person plant’s Chinese pages all carry the same <h1>, “Chengdu branch”. The 74-person car-lamp shop has a site whose meta description literally reads “website description”. The 53-person ceramic specialist runs plain HTTP, and its robots.txt advertises a sitemap on a domain it does not own.
The one number a buyer should take away. Three of twelve factories publish anything in English, and the largest of the three opens by describing a fingerprint-lock company. A shortlist built from an English web search is a shortlist of the cluster’s smaller factories — or one that misreads its largest.
Lear (Suining) has three separate registrations at one address — a 2018 branch, a 2020 branch and a 2023 wholly foreign-owned company — so the entity that quotes, the entity that invoices and the entity that owns the plant can be three different companies. Kaishengshi operates inside a building whose registered address still names another company, the suspended Weihai Electronics. Ask for the USCC on the quotation, not on the brochure.
Nobody in the cluster states the basis. A 60,000 m²/month claim and a 1,000,000 m²/year claim differ by 28% depending on which convention is used, and one plant publishes both conventions for itself.
Three plants name standards that were withdrawn in 2015 and 2016. A current IATF 16949 certificate carries an IATF number and a validity date that can be checked in the IATF database in about two minutes. Zero of twelve factories publish that number.
Registered capital is a promise. Four of the twelve entities have paid in less than 60% of it: Wanyexing 25%, Lear Suining 32%, Kaishengshi 36%, Jingming 57%. Two of those four are the plants a foreign buyer is most likely to be routed to.
Zhichao’s registered domain has mail records and no web host. Ruithai’s trade listings print an email address on a domain with no nameserver, no A record and no mail record — mail sent there bounces. Neither company has a website on which to correct the record.
For the largest automotive harness plant in the cluster, the answer is the industrial park. The only English description of Lear’s Suining factory sits on the park’s own website, in a tenant listing whose page title reads “Lear Corporation”. Lear’s global site mentions Suining zero times.
Two of the thirteen public records in this directory are not recommendations. Both are factories that a buyer searching this cluster will encounter, and both are recorded here so that the encounter happens with facts attached.
Registry records from the national enterprise credit system, 2025 annual filings for headcount, court and enforcement records, ICP filings, certificate registries, DNS lookups against two public resolvers, and direct HTTP checks with a browser user-agent. Every row in every linked profile carries its own source line and a date. Where a company states a number that contradicts the registry, both are printed and neither is deleted.
The cluster count is twelve because that is how many entities have been profiled to the fifteen-field standard. It is not the number of factories in Suining — the city’s own development zone lists more PCB tenants than this, and they will be added as they are verified. A factory is not omitted because it is small, and not included because it advertises well.
